The Polis work plan for the period of 2005-2008 is structured into programs. Adopting this type of structure is to ensure integration of activities, without losing the characteristics of the different individual working areas. Tighter integration is to potentialize the impact of the accumulated results achieved by Polis throughout its history.
Organizing Polis’ activities into programs brings an idea of levels of organization to the work and distinction between outcomes and outputs. The program represents the highest level of organization of the work: each program is subdivided into smaller units that are logically connected around an objective and outputs. These units are the projects, characterized by a set of activities that address part of the objectives and outputs of the program and that may be conducted as an autonomous activity, producing specific outputs of the program.
Each of the programs is managed by a collegiate body for strategy definition, monitoring and evaluation of the program. These collegiate bodies are made up of a small number of members, and established by the project coordinators and the areas most directly involved in the program. Members periodically meet in order to conduct political and institutional discussions necessary to the performance of the program. Furthermore, they are responsible for assessing program progress, in an integrated manner with the monitoring and evaluation system.
