Since it began, Polis has considered construction of knowledge on public policies one of its strategic themes. During the re-democratization period in Brazil, studies on municipal management focused on actions of governments committed to improving living conditions of the poorest segments, contributing to dissemination and discussion of new forms of management. These studies resulted in an accumulated knowledge at Polis and enabled construction of a new methodology for indicators of efficacy and effectiveness of government activities, utilized in comparative analyses of quality of life and impacts of policies conducted in different municipalities.
The experience of the São Paulo Citizens’ Rights Observatory, underway since 2001, was also an important step in constructing a methodology for collective knowledge production on social policies in the city, with a view to providing instruments to stakeholders for the exercise of social control. Likewise, investment in preparing indicators of social inclusion and exclusion in different municipalities has made Polis a reference on this subject.
