The Citizens’ Rights Observatory, an initiative of the Polis Institute, developed in partnership with the Institute of Special Studies (IEE) of PUC-SP and with financial support from the Ford Foundation, is an instrument for the exercise of citizenship. Its objective is to support interventions by organized civil society in implementing and controlling public policies aimed at expanding citizenship rights in the municipality of São Paulo.

Therefore, the Citizens’ Rights Observatory conducts monitoring of municipal policies in the areas of housing, health, education, welfare, rights of children and adolescents, as well as the Budget, resulting in publications and promoting training activities for leaders of social movements.

Among the work already accomplished are the studies on the administrations of Luiza Erundina, Paulo Maluf and Celso Pitta, analyzing the management councils during each and assessing the operations of specific financing funds. Recently, the Observatory also prepared a performance balance sheet of the first two years of the administration of mayor Marta Suplicy in each of these municipal policies.
