Social control of public budgets is a subject which Polis has been working on systematically for the last few years. We have come to consider this as one of the key issues in the process of constructing a democratic society. Decentralization and expansion of channels for participation of society in decisions related to investment of public funds are essential requisites for preparing and implementing public policies that, in addition to meeting the more immediate needs of the population (which we are still far from achieving), can go even further. Centuries of social exclusion of large portions of Brazilian society shall only begin to be turned back when it is possible to implement social policies that are clearly re-distributive in nature – and that promote citizens’ rights and raising the quality of life of these segments.
